SEC. 101. WHO'S IN CHARGE. Splits oversight of digital assets between the SEC and the CFTC, and defines which tokens count as digital commodities. SEC. 102. THE EXCHANGES. Sets registration and customer-asset rules for digital commodity exchanges, brokers, and dealers. SEC. 103. DEFI. Carves out validating transactions and running nodes, so long as nobody's holding customer funds. SEC. 104. THE VOTE. The Senate shall consider this Act on the floor before the recess.  <DELETED>
